Why no police and no people heared the shooting?

It seemed like those four people live in the city all alone! Or was it because in Texas in the 80s it was so normal to hear gunshots without thinking it's a murder and calling the police?

For example, in the last part, where were the neighbors?

Great movie but this point confused me.
