Families, friends, and religious teachers are where children learn how to act around other people... From his non-reaction to Michelle's character getting in bed with him when she brought him breakfast coffee, that was allowed.
Would *your* father (and/or mother) have allowed you do just that, or even encouraged you not to wear clothes?
(There are "naturalists", formerly known as "nudists" that encourage no-clothes at home, but teach their kids to wear clothes in public, in most circumstances.) There are more people that encourage wearing clothes of course, and some of those may not forbid topless or scanty attire at home. Would those rules apply equally to boys and girls?
The movie RAMBLING ROSE had a line "Put those titties away now!" when Rose decided open the top of her dress to try to seduce the father of a family she was boarding with. Michael Caine's character didn't fuss about either of the girls, including his character's daughter, being topless. (That was supposedly explained in a cutaway dialog that he personally was uncomfortable with nudity; presumably he "froze", but might it have been allowed in their home? We do not know.)
Two of my wife's high school and college girlfriends took a vacation to the south of France, and were sunbathing on the beach. After the fourth group of people came up to them, speaking English and wanting to chat with them, the one who was fluent in French (both proper and "street" French) had had enough, and replied to the next group that bothered them in fairly vulgar street French asking "Why do you think we speak English?". Seeing their puzzled looks, it was obvious they didn't speak French at all. She asked in English why they thought they knew English. The group replied they were the only two women on the beach wearing tops, so they thought they must be Americans.
Ouch.

So the one that spoke French popped her top off, but the other wouldn't.
It's not good, it's not bad, it's just different.
Different story if it is with intent to seduce, of course.
toplessness or nudity on beaches, in parks and at some homes is supposed to be natural and "no big deal."
And in all those cases it should be totally okay. I also have friends that don't go to nude beaches but still have a very relaxed attitude at home. So do we, actually, come to think of it.

They didn't do it ON PURPOSE. Their fathers just happened to see them on the beach from behind, called out to them and when they turned realised they were topless and commented on it. They were two young girls on holiday in Brazil where, as the film showed, most of the girls were topless on the beach.
Watch the film more closely next time.

sorry to break it to you, but having spent time in Rio I can assure you that you find topless people on the beach. Though it is not nearly as common as the movie beach where all the women are topless. I would say maybe 1-2% were topless... Now what really missed reality was the people on the beach. They aren't all hot you see a considerable number of fat folks...nothing quite like the sight of a 200lb lady in a thong.

My understanding is that the novelty seems to have worn off a bit and the frequency of toplessness has gone back a little. But I have also always understood that it was the exception rather than the rule in Brazil (although judging by developments in the Sambadrome one would wonder ...)
So, why the makers of this movie would place it in Brazil and show an almost 100% topless rate (only exception was a three year old girl who by European standards really wouldn't have to bother) really eludes me - also, that everyone should be young and beautiful is quite unrealistic - the two dads are by far the oldest people there - except for that couple they stumble across.
But to answer the real question of the OP: Would one (not me, I am not a girl) run around with one's b**bs hanging out?
The idea of this is not to excite people by the device of "indecent exposure" - the idea is that wearing tops is deemed uncomfortable and tends to leave marks in one's tan and there is nothing indecent, really, about a woman's upper torso, even without clothing.
At which point the response to the OP's question would be "why on earth not?"
To study the phenomenon a little further I recommend "L année des méduses" ("The year of the jellyfish") with reference to the mother/daughter relationship regarding toplessness.
There seems to be an expectation by the Young that the Old should stay covered. Which is, of course, tantamount to demanding that everyone over 30 and running the risk of wrinkles should cover their face with a paper bag ...

Thanks for re-watching the pertinent scenes here for me (or us.) I have no doubt that you spotted all of that correctly. But, honestly, I just watched whatever the camera was focusing on and - to an extent - what the director sent past the camera in front of the actual scene to give is the impression of "candidness." These latter bodies were out of focus as well, of course.
Still, I don't feel like a victim because of it. I just watched the movie the movie makers wanted me to watch and I am quite okay with that.
In any event, as several others have commented here, in the focused portion of the movie you got a much higher "boob density" that you would ordinarily expect on a Brazilian beach at the time - more in line with what you would have expected in the South of France back then.
And yes, someone else mentioned the somewhat rebellious streak in the girls. Yes, they knew what they were doing, embarrassing their dads without fear of repercussions, since it was obviously okay in that place to drop the tops.
And, since it was touched upon - I always thought that demi's torso looked lots better pre-op.
Well, the upcoming Olympics in Rio renewed my interest in the movie, (as well as finding the DVD in a "used/resale shop").

I was in Rio three years ago and spent most of the time with a guide who is a native Carioca. He said that Brazilians largely see nudity as vulgar. Are there topless ladies on beaches of Rio? Yes. But not as many as one would expect based on peoples' perceptions of the city. There are nude beaches, I understand, but again, they are more off the beaten track.
Bathing suits are indeed skimpy, but nudity isn't as accepted as some might think.
Or so my guide told me.

Attitudes toward nudity differ from family to family. It is true that it is frowen on in most Western families. At the opposite end of the spectrum are naturist families in which non-sexual nudity is the norm.
That being said, neither of the familes in "Blame It On Rio" are naturist families. The nudity of the two daughters in this case is not just the fact that they're in Rio, but the fact that they both have a rebellious streak in them. They're basically both saying, "look what I'm doing, Daddy, and you can't stop me!" without actually saying it.
On a side note, one of the co-writers, Larry Gelbart, was a regular on the usenet group rec.arts.mash before his passing. The topic of this movie once came up, and in particular this scene. He was on the set that day, and would later look back on it and say, "Notice how it only took a cuple wisps of hair to cover up Demi's boobs. This was definately the pre-implant Demi!"
I wouldn't feel comfortable being naked in front of any of my family members. I don't mind nudity, it's just I don't want my family nor friends to see me naked o.O

We are only three members in our family, me, my wife and our teen age daughter. We are very comfortable with nudity among us. Not that any of us ever goes nude for hours in the home but than we are never embarrassed too if, by chance we see each other without clothes while coming out of bath room, changing clothes or any of such accidental circumstances.
