How has Rand not left his desk in 12 years?


This may have been discussed, but I just noticed it for the first time. It's not a plot hole or anything, just weird. But after the hit at the apartment and Axel is talking to Todd, they start talking about how Rand is taking the case, and he was incompetent having not left his desk in 12 years. That seems like something out of a movie set in a town with no crime, like the Andrews from Hot Fuzz or something. How has a homicide detective in Detroit of all places not left his desk in 12 years?

It's established in the movie that Mikey had just been released from prison 6 months prior. I always thought Axel was talking about Mikey, i.e. it's the first time out of his prison cell in 12 years.

Axel may have just been speaking figuratively, Admiral. His point was that Rand had no experience in the streets and was an old school detective.
