How has Rand not left his desk in 12 years?
This may have been discussed, but I just noticed it for the first time. It's not a plot hole or anything, just weird. But after the hit at the apartment and Axel is talking to Todd, they start talking about how Rand is taking the case, and he was incompetent having not left his desk in 12 years. That seems like something out of a movie set in a town with no crime, like the Andrews from Hot Fuzz or something. How has a homicide detective in Detroit of all places not left his desk in 12 years?
