The gown Angela wore in dance sequence in "Older Than Springtime" 1987

I'm wanting to know who designed the gorgeous blue gown Angela wore as she and Tony dance to "Steppin' Out" in this episode and how I might contact them. Seems as if Elaine Saussotte was costume designer for Who's the Boss in 1987 but I cannot determine if she actually designed this gown. I'd love to have more still pictures of it if possible - I really want to make it for myself tho not likely to look as stunning as Judith Light did wearing it. Anyone?
