Is Captain Curtis capped?

I don't get the point about the 'black guards', or whatever the 'police' is called.

Why would they harass a captain? I mean, from their perspective; a capped captain couldn't do crimes, so there's no need for any kind of 'police organization'. There's also no need for threats, because a capped individual is loyal to the Tripods - otherwise, what's the point of capping anyway?

You can't be capped AND have free thought, free actions, or act against the 'law' or whatnot. You can't do anything like Captain Curtis did, if you are capped, now, can you?

Therefore, he can't be a capped individual. Any 'crime' should be proof of uncapped people. This means that making threats or trying to indimidate the captain would only be necessary or even work, if the captain is -not- capped.

But if the captain is -not- capped, then why don't the 'black guards' check his head, and then report him to be capped immediately?

How can there be any kind of 'capped resistance', when cap makes resistance impossible? And why would the 'black guard' tolerate any uncapped entities?

Shouldn't they, instead of looking for some specific 'runaways', just check that people are capped, and let that be the end of it? No need to threaten or intimidate anyone.

Also, the whole bar scene is a bit odd; surely such wild behaviour can't be possible for capped people. Something doesn't quite match.

I guess my point is - capping should always be the solution to any crime, instead of 'intimidation' or threats.

Capping should always be the priority, the 'go-to' action in any potential conflict. It's the perfect resolution and always brings peace.

It doesn't make sense for the black guards to even talk to the captain. They should just check EVERYONE's head, and then take non-capped people to be capped. But they don't do that for some reason. There's no need to talk at all before everyone has been checked - capped people would always let the 'authority' do everything it wants to do, and non-capped people would have to pretend to want to please the authorities.

The 'black guard' and them talking to Captain Curtis doesn't make any sense. If capped, they can trust him 100%, completely. If not capped, he should immediately be imprisoned and capped as soon as possible. What we are shown makes absolutely no sense.
