troublesome trucks

Can't the engines or sir Toppem Hatt do anything to put a stop to the troublesome trucks behavior? Why do they keep causing wrecks?

Think outside the box Logic was meant to be defied.

He's The Fat Controller who runs the railway. He's only known as Sir Topham Hatt in the US.

Why do the railcars(trucks) "live" at all? How can they cause problems when they have no self-propulsion? And then occasionally they'll state exactly that and the next minute "act carelessly"?

And why can these immobile railcars(trucks) live while Sir Topham Hatt's personal blue car (auto) and Tom Tipper's mail truck(auto) do NOT live?
