you know, that's actually a very good question! I don't seem to remember it either.
I guess the writers of the show weren't concerned of the exact location. To them the only important places were the ones you mentioned: the alley, the street and the palace, because that's where they sang and had adventures and so on.
The exact location of everything probably wasn't important because it wouldn't fit into the storyline, like take for example, pretend it took place in atlanta, Georgia. Would it fit into the storyline? Sure the kids could go to braves games and so on, but could it fit into their stories?
Either that, or nobody watching it would really care. Like someone watching it says "Oh, it takes place in atlanta. I don't care about that, i want to hear what songs they are singing or what crazy adventure they are going to do next"
That pretty much sums it up. Trust me I love to research this stuff. In the "calvin and hobbes" books, bill waterson never named calvins parents because he didn't feel the need to, he just needed some people for calvin and hobbes to annoy, and they barely ever talked to other adults.
