Why did they change the main character's last name from the film to the series?
I think the TV spin off is supposed to really be set in a separate cannon universe. The show treats the events of the movie as if they never happened, and I think the idea is that they didn't; the TV show isn't meant to be a "continuation" of the original Blue Thunder story, it's just playing around with the idea of the Blue Thunder helicopter actually being deployed and used regularly.
