Jason's owner?

I can't seem to find any mention on IMDB or in the end credits of the episodes to tell me who played the unnamed dog owner who keeps cropping up and causing trouble on behalf of the McAllisters. His lack of a name seems to be a running gag, but his name is nowhere to be found. His face and accent seem extremely familiar, yet I can't place him or come up with the actor's name.

A little help, anyone? I know as soon as someone mentions it I'll feel quite foolish for not having recognized him right away.
