Suburbia Footage

At the beginning of this film during the concert scene, some footage is literally taken out of the film Suburbia and used for this one. I found this really strange and have never seen it done before on such a lengthy scale. I noticed that both films were made during the same year of 1983. I'm guessing that both films were being shot at the same time and location, and the filmmakers of each movie came to an agreement to use each others footage. This is just my hunch, I cant seem to find much info about the production of this film.

What are other peoples opinions on this? That is if anyone has seen this film other than me.
