I'd say a VERY loose re-make, if that. In Basic Instinct, there is no supernatural theme, which is an integral part of The Fourth Man.

It is generally regarded as a remake, but Fourth Man is better in every way. Basic Instinct is quite a good conventional thriller but Fourth Man is a very unusual art film which follows the anti-hero's journey toward salvation, despite his best efforts.

I can see why people would think of Basic Instinct when watching this, I did too, but only because of Verhoeven. I wouldn't call it a remake because it's just a little too different because of the supernatural as someone said. I like them both though, but I think I prefer De Vierde Man. I think your description of it is to the point, I think you worded it very well.

I have to say I find the main characters chemistry sexier in De Vierde Man. Hmm.. I guess they put in lesbians in Basic Instinct to balance it out. Works for me!

The similarities are unquestionable, but De Vierde Man never comes close to the level of preposterous silliness Verhoeven's later dopey, trashy cash cow exhibits.

And what are those cash cow exhibits? Because the only attempt at a cash cow he made is arguably Hollow Man, but that was only because they wouldn't really allowed him to make pretty much anything else.
