while Sandra is taken to the carnival by the 3 sickos and torured again.
And all of a sudden Hary's there.

Ok, I realize this is an OLD thread, but the question as to why harry found them is an OLD question too:
When Mick, Eddie and Carl jump Callahan, he is tossed into the bay. We then see a shot of all three of the ruffians leaning over the side to see where Callahan splashed into the water. It is night and when we see the shot of all three of them looking over, Mick cackles in evil glory. In the distance (look carefully), you can see the lights of the Giant Dipper roller coaster in the background.
Ok, so I'm assuming Callahan was PISSED after getting out of the water, so naturally, he returns to his motel to dry off and since his .44 Magnum was forever lost in the water, he gets his automag. He is even more pissed off when he finds Horace dead and Meathead injured. Thus, he is determined to get the punks who jumped him and kill them-that's our awesome dirty harry at action.
After drying off and getting his automatic .44 magnum, he probably returned to Mrs. Kruger's fish market and carefully scanned the area knowing the group had a shotgun. Mrs. Kruger's fish market is probably one of those shops that are built on piers- if ya'll know what I mean.
Thus after finding nothing, he heads up the pier and onto the sandy shore of the Santa Cruz (in this case, San Paulo) beach. While this was happening, we know that Jennifer was being harasssed by the trio of punks, and having the keys, she turned the carousel on. This may have emitted noise, and if Callahan heard the jolly tune of the merry go round, it may have attracted his attention (OR, he just went over there to look for the heck of it)
Low and behold, he is walking down the main "road" of the Beach Boardwalk and out comes running Jennifer pursued by Mick, Eddie and Carl. Pissed off more than ever, Callahan ominously stands in the center of the road until Eddie finally takes notice of Callahan.
Ta-da, ya'll know the rest.

Yeah. Gathering enough clues and give you a good hypothesis.
Harry knew:
-Jennifer was refurbishing the carousel
-Mrs. Krugers' fish market is indeed near the fairgrounds/carnival (look when Mick is leaning over the side where Callana splashed and you'll see the Giant Dipper's glowing lights in the back)
-Harry would probably backtrack to where he was last jumped and go from there
-possibly he heard the music of the carousel- though this is probably the least likely.
