Does this movie have...

a bad guy ninja that wears a silver mask under his ninja hood? (So when he has his ninja hood on, you only see two silver beady eyes.) I saw this movie years ago when I was very young and I'm trying to find it now. IIRC, there is also a scene where Sho Kusugi has a throwing star on his belt buckle and uses it against some thugs in a children's playground (thugs confront him in the playground).
