Shouldn't the Commander have been a little more certain that there were Rebels in the area? I mean just that day 8 bike troopers didn't report back. And wouldn't that be very relevant information to give to Vader?

Not surprising they don't notice the 8 missing, I mean even on the Death Star in ANH, the crew and security people easily lose track of Rebel spies they know to be on board... Hell, they also know right where the Rebels are. Of course the reasoning behind that is that the Empire was just making it easy for them to escape the Death Star so they could be tracked.

The Emporer knew they were there, so his plan was to make them believe they had a chance and in doing so luring the rebel fleet near enough for the picking... in other words; yes he should, but the commander followed orderes... and the orderes were likely; keep it low and do not make it too difficult for them... yet.

For all we know the Bike Troopers only had to report in once every 24 hours or something, and reported to another Imperial facility on the Endor moon (there were many across the planet), not the shield bunker, shield dish, or shuttle landing pad base.
