Yes, I think it's about masturbation. It alludes to two scenes that came just before.
The first was Audrey smoking dope with cousin Vicky, and the second was Rusty looking at dirty magazines with cousin Dale. Rusty asked Dale what he did with the magazines, and Dale asked him if he'd ever 'bopped his baloney'. Rusty seemed confused by this, and the scene cut away, where presumably Dale explained what he meant.
And then the next night, Rusty and Audrey spent the night together alone in a tent. The next morning, they were arguing about who had to sit in the car next to Aunt Edna. Rusty looked at Audrey and put his fingers to his lips, imitating smoking dope. He was threating to tell thier parents about the smoking if she didn't sit next to Edna. She retaliated by saying, "For your information, Rusty slept in his underpants last night." Before she could finish, Rusty grabbed her head, trying to get her to shut up.
I think the inference was that she had more to say about that, but he stopped her.
