I think people are too harsh on it. I grew up in the 80's and this movie is actually pretty decent if you are OK with effects and what not from that time.
For someone who grew up in the high budget CGI era probably this won't have much for you, and don't misunderstand I'm not saying it's a masterpiece or anything, I just don't see that it's terrible either.

Oh I agree CGI can look real bad for sure, and many practical effects look much better, just some people can't seem to live without it anymore.
As for the movie, well it's just got that neat 80's sci-fi/barren wasteland feel to it overall. I thought the characters were pretty neat, people say they were cheesy I just didn't see that, you could argue they were kinda stock bad guys and good guys, but I really can't think of any cringeworthy moments or lines, which generally a cheesy movie is full of.
Again, I don't want to mislead, it's not in my top ten or anything, but for the genre and the time period it's a good solid sci-fi action flick, and I only paid a dollar for it.
