By that logic, a movie featuring a homosexual villain is homophobic, and a movie featuring a non-Caucasian villain is racist. I don't think we as movie goers should necessarilly be that sensitive.

That said, the mentally impaired killer is a staple of the genre. We can expand your list with:

Humongous
The Unseen (but he's not really malicious, he just plays with them too hard)
Just Before Dawn
Tower of Evil

It's not all bad, though. Benign or harmless simpletons appear in:

The Prowler
Dark Night of the Scarecrow (though he does become an undead killer)
Funeral Home
