English DVD

The National Film board has released this on DVD in French, but not English. I was curious if anyone out there might know the reason. I thought there might be some sort of English-language rights issue, but this seems unlikely with an NFB film (and they did release in English on VHS). An operator at the NFB order line suggested that there might be a technical problem with the master on the English side (this was just a guess). Or perhaps the English production department is just more backlogged than the French. In any case it is a little puzzling, since this won an Oscar in 1984, and I was wondering if anyone out there had any solid information on this.
