Did this movie have an ugly witch and a tree full of tougues?

I saw a film with that years ago, and never was able to find it again. If this isn't it could you redirect me? This movie had nightmarish imagery with western themes. It also had an Indian with his tongue cut out screaming at the beginning and the end. The witch also had long finger nails and a real screwed up face. I know it's not much, but it's all I have to go on. the witch was also in a white gown and the tongues hung down about 5 feet from the branches.
