i am wondering if this is a movie i saw wehn i was really young...

all i can remember is there is a woman who keeps receiving phone calls from a man in a whispery voice. he finally catches up with her and i think takes her to a field and cuts her hair. i think the woman has dark hair and there is a staircase in the house where she is at. i saw the movie in the early to mid 80s. it is not "when a stranger calls" any help would be greatly appreciated

Nope. No field/haircut. Also the phone calls don't have a voice, just some weird electronic noise. Though there is a staircase OUTSIDE, leading up to her apartment.

That's truly debatable - it's a hack job in every sense (only the lead actress rises above this dreck)
