I thought the cop was the killer as Lydon got him to confess, but why did Lydon have the police uniform in his Arsenal bag that he had in the locker if he wasn't the killer? Or was he?

lydon was the killer. he manipulated keitel using his guilt over his partner's death to get him to confess to lydon's crimes.
