The Sex Pistols said it best: "You're so pretty, oh so pretty aah... Vacant!" Her mission in the movie was basically to stand in one place and be pretty, the object of Jesse's desire. Outside of that, she just wasn't that interesting.

According to the IMDB, that was the only American film Valerie ever worked in. She may have been one reason the movie tanked.
