Is there any other movies from the late 70s or 80s that are like ATRM? I know there's Vision Quest, any others?

to start with, you can try american anthem. thats a good one, 80s feel, and based on sports
Youngblood is a good one. Same type of music and feel.

It is about two teens who dream of escaping from the oppressive little town that they lived in all their lives. Aiden's character sees ending up working in the same factory that his dad has worked all his life, is his biggest nightmare. And the two movies BOTH end with a bob Seger song! Hilarious. Of the two films, "Reckless" is soo much better, and not corny like All the Right Moves. Not to mention, it is very erotic, and Daryl & Aiden show it all; (and yes, that is Aiden's penis, not a body double LOL!)

I was re-watching ATRM last week and found myself thinking how closely it parallels Reckless (or rather, how closely Reckless parallels ATRM, considering the former came out a year later). I too favor Reckless though, and yes, it’s probably the most erotic teen film of its time. I’m even forgiving of its outlandish ending as it’s done to one of my favorite Seger tracks, Roll Me Away.

There was a 1979 movie called "Take Down" starring a young Lorenzo Lamas. I doubt it is available on DVD.
