Captain Chi's voice in English dub

I just watched the English dub on Netflix and it's bugging me. Who does the English voice over for Captain Chi? I've heard the voice in a few dubs, but cannot think of which movies it was in. The credits, sadly, only list the actos' names without saying who the voiced.

Any help would be appreciated!
