Does anyone remember this movie?

The film was another post apocalyptic movie from the 80s. It of course had a motorcycle gang that were riding around the country scavaging, and they were cannibals as far as I remember. There was a family ttrying to survive, and they run into another surviver...a young guy who is the hero of the movie. One thing that stands out is the motorcycle gang talking about raiding some sort of hospital, and arguing over having eatin the people, and possibly getting some sickness.
The ending I remember was the hero having a knife fight with the leader of the motorcycle gang, and he eventually ends up cutting off the bad guys head with a shovel.
