Dirty Harry - spoilers

Very similar premise....you know who the psycho killer is from the start. Murders are brutal. Kessler can't nail him....same narrative about evidence not being admissable. Kessler stalks him so he can trip him up and catch him. Decides Stacy should die at the end rather than risk him getting off.
