16mm film?

Was this mini-series shot on 16mm film rather than 35mm? I just bought the DVD (the 2003 Odyssey release) and the picture quality is dreadful. I'm not trying to compare it to the glossy American mini-series from the same time (like "Hollywood Wives" or "Sins"), but the picture quality looks like something from the 1960s or 70s rather than an expensive 1980s mini-series.
