Mr. Dinkle not knowing

Just started rewatching this on Cartoon channel and find it interesting that Mr. Dinkle did not know they were the shirt tales but yet The Mayor (or whomever provides them with info) does. What was the big deal for keeping Dinkle out of the loop? I understand it made great storyline but due to not knowing what first episode was ... wondering if they made some reasoning behind it.
