Professor Baxter

On one of the IMDB reviews for the Inspector Gadget film, someone mentions that in the cartoon Professor Baxter puts Gadget together. I know that in IG2, this is the case. I also remember that the Ninja Turtles cartoon had a Dr. Baxter on it.

I can't find anything on the internet about Baxter appearing on the original Inspector Gadget cartoon. Can anyone confirm that the cartoon actually had a character named Dr. Baxter? Links and pictures would be helpful.

In the TV series, it was Prof. Von Slickstein who put him together.
