Those were sandbags. Spence wanted them filled (I assume with any kind of dirt/mud Jesse could find). The purpose was to create some kind of levee/dam to allow some of that land to be drained (I assume so it could be planted).
But Spence was ordering it done then obviously to get revenge against Will Henry Lee (by harming Jesse since they are close). You can tell the water level is too high to be doing that. Spence realized that Jesse would likely get something in there (if not bit by a snake then by a mosquito that was carrying something (which is what happened)).
All that made the part where Tyler arrested Spence (later) that much better....I wish Tyler had beat the hell out of him before he took him in.
