What qualifies as a flop on TeeVee

It's tagged Plot Keywords:Television Flop | Character Name In Title but it's received nominations and one award. It was uncomfortably ahead of it's time as many shows are offensive as today. I know it's social satire was not as smart as South Park and a few others. I might watch some of it again to see if I still feel the same about.
