Why didnt Garp report the speeding Plumber to the Police?


I always wondered about while watching the movie, the speeding Plumber guy that has been terrorizing the neighborhood for years and not slowing down despite being ask to do so, why doesnt Garp just report the guy to the Police and give his license plate number and physical description as well?

Basically let the Police know that the guy is a regular reckless driver and have him dealt with like that? Then call his boss using the phone number written on the side of the truck and report him to his boss at work, people get fired over that kind of stuff, the guy basically laughed at Garp when told that there were young children and old people in the neighborhood and sped off anyway despite being asked not to speed, such an inconsiderate jerk.

If that doesnt work just hit the truck and then when the idiot speeding Plumber gets out to confront him hit the guy himself with his own shovel, that would teach him a lesson, i was suprised though that neither Garp or Roberta called the Police and filed a police report after the plumber tried to kill Garp with his truck, he chased Garp and tried to run him over, then destroyed a fence and some private property, guy belonged in jail for that alone, and he is using his employers plumbing truck too.

Because this movie was poorly made from a screenwriting perspective. That's pretty much the only reason why Garp didn't do the sensible thing after the plumber almost murdered him AND destroyed other peoples' property.

I found it quite hypocritical of Garp to be angry at the truck driver, yet he himself drives around in the dark with the lights off (killing and injuring people).
