I watched it on Youtube, and while it is not top drawer it is at least reasonably engaging and perfectly watchable.
I disagree with your low rating. I thought this film was quite enjoyable. James Wainwright made for a fine ruthless villain and Michael Beck was a likable hero. Plus the titular battletruck was one awesomely fearsome monstrosity. 8 out of 10 from me.
