I saw the Chicago production of this road tour, and, a different actor played Toby. He also walked with a limp. I think this fit perfectly with the character. An orphan discarded to the the London streets by his family because he wasn't physically 'right'. A perfect Dickensian homage. Working as a mistreated shill for a charlatan 'barber'.
