Why did Admiral Kirk refuse to raise Enterprise's shields when the USS Reliant refused to acknowledge its hails?

Was it simply a case of spending too long out of the captain's chair, since he otherwise, would probably have immediately reacted to protect his ship against anything that seemed out of the ordinary and therefore a potential threat?

Or was it a case of him not actually refusing so much as he was still trying to size up the situation? In other words, he must've found it pretty peculiar that the Reliant still wasn't acknowledging hails, and put the ship on yellow alert. Also, Saavik started to quote regulations at Kirk like they were in a training exercise and Spock rightfully dressed her down in front of everyone.

Well, he obviously felt he should have after the fact. I think he was, at that point, supposed to be a little off his game - a little slow. He was getting old, had been behind a desk. One arc in this movie is the rebirth of Captain Kirk.

Khan said it the best - "We are one happy fl-e-e-e-e-t!!!"

A post I could hear as much as read ...

Nicholas Meyer intended for Kirk to be off his game.

Another reason - Kirk was getting old!!!

He was friends with Reliant's CO and he knows Chekov. Probably assumed there were tech issues.

Yeah, the situation was damn peculiar. He should have raised the shields and then no one would have died.

Kurt even commented that he didn't like being caught off guard. It was meant to demonstrate his rustiness.
