Funny thing is, since she didn't finish saying it, we don't know what it was. He did go to yellow alert; maybe that's all he had to do. But I'd guess the regulation is to go to yellow alert and raise shields; if they'd had them up, and resisted the first attack, Enterprise would have whipped the hell out of Reliant in short order.
