Why should Khan be Indian? Well, in the episode Space Seed, McGivers speculated that Khan was from the northern India area, "probably a Sikh."
This was based purely on his physical appearance when he was still in stasis, before they revived him and had any interaction with him.
When Khan saw McGivers' painting of him in a turban, he said, "I am honored."
