Question about the man with two missing fingers

So was he working with Peter? Did he get the girls and call Peter to come over and murder them?

Or was he just randomly connected to most of the victims?

Which leads me to my next question, did Peter kill him? Because I recall a line about how he put the bag over his head himself, implying it was a suicide?
