I just watched chuck Norris in silent rage

The evil bad guy/ villain is a mad man named John Kirby who kills two people and is shot dead by the police.

The local doctor takes the madman back to the hospital where the head surgeon inserts medication bringing back to life John Kirby and makes him indestructible

Every time you see john Kirby – he IS the terminator relentless cant be stopped – WOW what a film silent rage.

You're right, it predated Terminator by two years and that dude was definitely a psychopath. One hell of a silent serial killer.

The more I think about it, the more clear it is that Silent Rage was the inspiration for Terminator, which came out a few years later. The main difference is the star of Terminator is really the killer (Arnold), and not the guy trying to take him out (Bihen).

I agree, this movie might have inspired terminator.

Then credit John Carpenter because this film was inspired by Halloween (1978).
