Policeman that has to get to the bottom of the case...

Saw this clip on the Incredibly Strange film show in the 80's and thought WTF!!!! Why is the policeman stripping that character and having a peek at his bottom? Cinema doesn't get any weirder than that but I'm sure there is reason for this!
