Is the scene where the cops beating the pirate in the gym and the lead cop covering the camera based on a real life event? If so what is it? Seems a lot like what happens these days with cell phone cameras!

It's a parody of real police beatings. It's supposed to be funny because who would think that well trained and brought up proper British police officers would engage in such behavior.
