What kind of a musical is this?

Haven´t seen this. Seems like that the major actors don't sing in it, seen only a few clips of a big dancing scene and Nastassja Kinski singing "Little Boy Blue", but that doesn't make it a musical that Tom Waits sings background songs, and if that's the only reason, almost every single film would be "a musical".
