The white horse

I'm saw this years ago and don't remember a lot about it but a few things. One that sticks out is the white horse that goes running through the dark streets after curfew. I had no idea what this meant or whose horse it was. Poor horsey, Run! Run! The military death squads were after that poor thing. That was a very strange scene, though.
