I had the same thought. And everyone was just blatantly staring...you'd think they sis try to be a little more discrete.

I think that was intentionally shown as people who were wealthy watching the murder of others with indifference. I read about it today somewhere, and now I cannot find it. But I think that was the director's intention.

Same thing happened during the US civil war where people thought it would be a great idea to go up the hill and watch the war.

Every third person who complains will be shot. Two people have complained already!

I was sitting at an outdoor restaurant in Asunción, Paraguay when tanks rolled by to surround the presidential palace at the beginning of the 1989 coup of Alfredo Stroessner. The soldiers weren't concerned with the restaurant patrons, nor could the patrons do anything but stare dumbfounded at the passing tanks. Sometimes, all you can do is sit still and finish your salad.

They said that also happened during Argentina's 'dirty war.' The military would walk into any restaurant, abduct whomever they wanted, and people would go on with their meal as if nothing had happened.
