Is this the movie i'm thinking of?

I have this vague memory of a movie that aired on CN in the early to mid 90s where they used to have the curtains going up bumper and all.

I remember only one real scene in what was ingrained of a "cinderella like scene" with a girl scrubbing a floor with an adult (done to look a little bit evil yelling at her. I remember something about rats too that i seem to associate with that scene/

I may be confusing two things but my memories of rats seems to match up with this movie but not sure if the other scene is also this movie.

I'm a HB nut but i'm not knowledgeable about some of these movies as they were rarely seen by me in the 90s like a lot of other shows and movies.

I know the one scene i saw was animated in a feel of HB or RSP and i know it aired on CN back then, when they had the rolling curtain bumpers for the next show and all going on.

So can someone help confirm this or direct me to something that may fit that.
