Why is this not yet released on Blu-Ray?

It could use some cleaning up for sure. You can find it in the Chilling Classics 50 Movie Pack. There are some good classic B movies on this and some real duds.
It's entirely possible that I am missing the point of your message.
I contacted Synapse Films to see if Don May Jr would consider getting the rights and releasing a nice cleaned up version of Funeral Home on Blu-Ray. I got an e-mail back saying they had already looked into doing that but apparently the original negatives for the film are lost and thus will never be released on Blu-Ray unless somebody is able to track it down. Here's hoping it's locked away somewhere in a Canadian Vault just waiting to be rediscovered again.
shareI asked Scream factory yesterday about the rights to this film and they said the same thing. None of these companies can do anything to this film even though it is public domain?
