Plot Question - Spoiler

Did anyone get the CIA's overall involvement correctly?
In the brief conversation scene with the high level american official we learn that they already have the decoder and that they sent the guy over just to make the russians think that they haven't got it. Their plan was in fact for him to get captured and mislead the other side.
So if he'd get out successfully with the decoder he'd actually spoil their plan.

However the two CIA operatives that recruited him didn't seem to know that?
They were quite jumpy. It seems they were kept in the dark about the 'bigger plan'?

This didn't quite make sense to me. Though through unusual set of circumstances the end result was still a success for americans.
