Wanted that as well, but she was a bit of a name back then, so I don't think she was interested in such a recurring appearance like that.
Her second appearance, while equally funny, seemed to me back then to be a limiting of her character's potential. Don't get me wrong, there were still wonderful moments with her (she was too stupid to understand Stephanie giving her the snub) but there just seemed to be a restraint put on her.
Maybe it was just me thinking she should have been a regular as well and found her too enjoyable.
Thinking back on it all, it reminded me of Louise Lasser on Taxi as Alex's ex-wife. There seemed to be a wish for her to be recurring, but she only had three appearances.
It also reminded me of Ricky Paull Goldin on Kate and Allie. He got three appearances as a high school boyfriend, but even more, there seemed to be a stab at bringing back a nerdy friend, played by Manny Jacobs, who got hilarious laughs when he first appeared and said absolutely nothing. He only got a second appearance, then he was gone.
But Julie Brown was more like Louise Lasser back then; she didn't want to be confined to a sitcom like that, I'm sure. She followed up with Earth Girls Are Easy and there was an HBO special making fun of Madonna or something, where she was called Medusa.
I think she wanted to sing or something as well.
