How did Devon survive that? (Knight in Disgrace spoilers)

Michael shot Devon in order to get the electronic key. Surprised Devon survived that, and then when he sees Michael again, he acts like that never happened.

It was all planned by Devon and Michael to look real. Devon wore a bullet proof vest.

If I recall correctly, I don't remember Devon bleeding so he just shot somewhere where it appeared that Michael shot Devon which makes sense.
