Was Cagney the best cop ever?

Newman's girlfriend told Cagney that Newman thought she was the best detective ever. Petrie, who didn't like Cagney, told Cagney that she was the best sergeant he had ever seen. Samuels bet on Cagney, but not Lacey or Petrie, to pass the sergeant's exam. Even criminal Albert Grand said Cagney was the best cop he'd ever seen. Was she supercop? I think she was more driven to succeed than any other cop in the precinct.
